Libra is one of the merchants who have set up shop at Noel's Sanctuary in the Uncanny Valley. She is a snake beast folk who sells spellbooks, and appears to have some magic knowledge herself. it is heavily implied she has ties to Reverie's criminal underworld in some form, and that her wares are stolen. She vehemently denys these claims, though to little success.
The party can also ask her about Bartholomew and, if they have it, the Reaper spellbook, for some more unique dialogue.
